The FMCG Supplier Development Accelerator (FMCG SDA) connects local producers to two major market platforms:
Government Procurement of Agricultural Products (GPAP) – Led by the Eastern Cape Rural Development Agency (ECRDA), this public-sector programme facilitates the purchase of agricultural and consumer goods by government departments such as Education, Social Development, Correctional Services, and the SANDF. GPAP ensures that smallholder and community producers can supply directly into institutional demand at scale.
Provincial Retailer Localisation Programme (PRLP) – Delivered in partnership with the Eastern Cape Development Corporation (ECDC), this private-sector platform drives the localisation of FMCG supply chains by linking emerging manufacturers with major retailers, wholesalers, food services, and hospitality groups including SPAR, Pick n Pay, Boxer, Bidfood, EconoFoods, Famous Brands, and others.
To fully participate in these demand channels, producers must meet modern retail and institutional supply standards. PRO-PACK is the pre-requisite system that makes this possible — equipping local MSMEs with compliant production capability, professional branding, and guaranteed market access so they can compete head-to-head with established FMCG brands.

an Expression of Interest (EOI) letter signed by you and any project partners, and
a completed application form supplied by FMCG SDA.
Application fee: R 5 000 (non-refundable) payable to the WSU EDC project account on submission.
Commitment / equipment deposit: R 50 000 once your application is approved and machinery is on order. (This amount can be reduced, postponed or waived until full funding is secured, subject to interview.)
